RSS 文件级互斥锁管理器

内部使用 DashMap<String, Arc<Mutex<()>>> 维护文件名到互斥锁的映射。锁在首次访问时懒创建，进程生命周期内持续存在。

获取指定文件的独占写锁

若该文件尚无锁，自动插入新的 Mutex。返回 OwnedMutexGuard，锁在 guard drop 时释放。

§参数

file_name: RSS XML 文件名（如 "rss.xml"）

§返回值

返回持有锁的 OwnedMutexGuard，离开作用域时自动释放。
